The Greater Manchester Combined Authority has approved proposals to devolve justice services to the region, as announced by George Osborne in the March Budget. The draft deal was signed by interim Mayor, Tony Lloyd and commits Greater Manchester, the Ministry of Justice, the National Offender Management Service, the Youth Justice Board and other partner agencies to devolution by April 2017. Greater Manchester is the first English region to gain these powers, which include control over approaches to education in prisons, work with youth offenders, and offender management schemes.
